DISCUSSION WITH SECRETARY, DEPARTMENT OF POSTS


Today Com. M. Krishnan, Secretary General, NFPE held discussion with Secretary, Department of Posts. Com. K. V. Sridharan, Ex-General Secretary, P3 (CHQ) and Com. Balwinder Singh, Financial Secretary, P3 (CHQ) were also present. Mainly two issues were discussed.

(1)   GDS issues            (2) IT Modernisation Project & Recruitment

(1)   GDS Issues:
Regarding GDS issue Secretary, Department of Posts said that as already informed to the Federations, inclusion under the purview of 7th Pay Commission can be considered and decided by Govt. (DOP&T) only. Hence whether GDS shall be included under 7th CPC or separate committee is to be appointed is to be decided by the Government. Secretary, Department of Posts can only refer the matter to Government and cannot take any decision in this matter. We told that accepting any other separate committee (Whether Judicial or Retired officer) will be equal to accepting the argument of the Government and Department that “GDS are not Civil Servants and hence they cannot be included in the 7th Pay Commission”. The JCM Staff side, National Council has already taken a stand that GDS should be included under the purview of 7th Pay Commission itself. Further Confederation of Central Government Employees & Workers & NFPE have conducted a two days strike for inclusion of GDS under 7th CPC. FNPO also conducted two days strike on the same demands. No Unions/Federations in the Postal Department or in the National Council JCM has demanded a separate committee for GDS, whether Judicial or Bureaucratic. Accepting any other Committee will be equal to accepting the stand of the Government that GDS are not Civil Servants. When NFPE & AIPEU-GDS (NFPE) have challenged the stand of the Government that “GDS are not civil servants” in the Hon’ble Supreme Court and when the Delhi High Court has already issued notice to the Department, accepting a separate Committee and thereby accepting the stand of the Government that GDS are not civil servants and hence cannot be included in the 7th CPC will be suicidal at this point of time, as far as GDS are concerned. We made our position very clear. If the UPA Government is not ready to accept our stand, we will place our demand before the next Government and go for indefinite strike. Hence our decision for indefinite strike after election stands.

(2)   IT Modernisation Project:
While extending our cooperation for the implementation of the project, we brought the difficulties being faced by the employees due to the hasty implementation of CBS, malfunctioning of some software etc. for immediate redressal. Secretary, Posts, informed that 10200 recruitment in PA cadre is going to take place and assured that the difficulties pointed out by the staff side will be taken care of and addressed.

Confederation Secretary General informed today that "DOP&T has finalized the terms of reference of Seventh Central Pay Commission and submitted to Cabinet for approval. 
Details of the terms of reference finalized by DOP&T is not disclosed to the staff side. Details will be known only after the Cabinet meeting which is likely to be held today evening or tomorrow". 
(Date of Cabinet Meeting not confirmed)

Whether Govt. actually merged Dearness Allowance with basic pay today (20/02) ?
Rumors spread very fast this afternoon that central cabinet approved terms of reference of seventh CPC and agreed to merge 50% of D.A. with basic pay for central employees and pensioners. Some of the popular websites and media sites started flashing this news. A cabinet meeting did took place today but according to sources, it was not discussed in the meeting due to paucity of time. 

Merger of D.A., granting interim relief and enhancing superannuation age are definitely being actively considered by the Govt. but nothing has been materialized as of now.

F.M. is proceeding to Australia for a five days official tour and it is most likely that cabinet will take any decision only after his return from abroad. 

So good news may be expected in the next weekend.

It may sound like ridiculous as number of times articles regarding this topic has published in different websites and newspapers. But as per our sources and media reports, centre finally decided to hike retirement age to 62 years. The process has received PM's nod and awating cabinet approval which is likely to be obtained in the next meeting.
The newly set up seventh CPC has recommended this hike in an interim report which got Govt. approval.
As per information available with us, this move will not benefit those who are going to be superannuated in this month or those who are already in extension.

Revenue of Postal Department

The Revenue generation of Postal Services in the country is increasing every year, and the targets for each coming year are raised by the Government. The revenue generated and expenditure incurred by the Postal Department, during the last three years and the current year year-wise, are as under:-

Giving this information in written reply to a question in the Lok Sabha today, Shri Kapil Sibal, Minister of Communications and Information Technology, said that main reason for deficit despite constant increase in revenue is periodical increase in expenditure on account of Pay and allowances and pension payment which constitute more than 90 % of the total expenditure of the department. Unlike other civil ministries pension payments are shown as expenditure of the department. Other reasons for increase in expenditure are hike in price/cost of office equipment and machinery/Oil/diesel/Petrol, increase in expenditure on AMC due to computerization of Post Offices, cost of carriage of mail etc. Department of Posts provides universal service throughout the country.

Govt likely to increase and merge dearness allowance with basic pay




NEW DELHI: The government may increase and merge dearness allowance (DA) with basic pay with the Union Cabinet expected to include the proposal as part of the terms of reference of the 7th pay commission. 

The move will facilitate announcement of interim relief to more than 50 lakh government employees and 30 lakh pensioners by the newly-constituted pay commission before the code of conduct for the Lok Sabha polls come into force. 

Central government employees unions have been demanding that besides raising DA to 100%, the government should revise the pay and merge DA with basic pay, considering market inflation and price hike of essential commodities.

As per practice, DA is merged with basic pay when it breaches the 50% mark. DA merger helps employees as their other allowances are paid as a proportion of basic pay. 

An official said if merger of 50% DA with basic pay was decided, it could lead to hike in salary by around 30-35%. He added that there were instances of announcing interim relief to employees apart from DA by a newly constituted pay commission prior to their implementation. 

Merger of 50% DA with basic pay was done in the 5th pay commission, but the 6th commission did not recommended it. 

The Centre is expected to announce next month a hike in dearness allowance by 10% which would make it 100% of basic pay. It will be the second double digit DA hike in a row as the government had announced a hike of 10% in September last year, effective from July 1, 2013. 

An official said hike in DA will not be less than 10% and would be effective from January 1 this year.

We have heard it so many times . Every one of us got tired of hearing this rumour again and again. But this time this news may not fade away just as a rumour.

Because the series of events that had happened until now listed below are telling that it will be come true soon.

1. Though there is no any demand from any corner to raise the retirement age of central government employees to 62 years, a parliamentary panel has recommended a proposal to increase the retirement age of government servants to 65 years. The report of the standing committee of Parliament on social justice and empowerment tabled in the Parliament on 7th of this month. Ample justification also was given for their recommendation to increase the retirement age.

2. A reliable source close to a Cabinet Minister told that, the Cabinet Minister himself, while addressing to the Trade Union Wing of his party told ‘the Central Government would announce some important decisions in respect of central government employees within a week or two. This will be good news for all the central government employees.’

3. A close ally of a Central Minister told that, in a meeting held with the leaders of the state unit of his party day before yesterday, the Minister told the Leaders ‘a proposal of increasing retirement age of central government employees to 62 years has been waiting for Cabinet nod. It is expected that the cabinet will clear this proposal within a week. After it gets the Cabinet Nod, the formal announcement will be made by Central Government before the Election announcement.’

The above information clearly indicates that some Good News for central Government Employees are waiting to be announced within a week or two. All the central government employees know what that good news is!

 The expected good news will be either increasing retirement age or Merging 50% DA with Basic Pay or Both!
