Guidelines to Sub Offices for smooth function of SB Branch work and avoid Objections from SBCO

Comrades, 
please note the following Guidelines to adhere your day to day work.


  This is regarding omissions, commissions and mistakes occurred in SB transaction  and  the reason for raising OMs are brought  to your notice  for future guidance and to  avoid such mistakes in future.  All are requested to pay an additional effort to minimize these mistakes and reduce the number of OMs.

1. The vouchers should be serially arranged, stitched and sealed intact.

2. In case of CBS office, the vouchers should be arranged by the transaction ID wise. Only consolidation will be prepared by two copies with dated signature and total number of Dep and Wdl with amount by words and figures. One should be sent to HO along with Vouchers and another should be filed by category wise as office copy.


3. In respect of withdrawals allowed at Sub Office, compulsorily the SS should be verified by the SB counter PA irrespective of the amount.  When the amount exceeds Rs.5000/-, SPM also should verify and put his full signature in the appropriate place in token of having verified.

4. SB3/AOF with KYC should be preserved by sub offices itself vide SB order 14/2015       dated19.10.2015.      

5. Closure vouchers (SB - 7A) should invariably attach with SB-3/AOF which do not have KYC documents. SB3/AOF having KYC should be retained by the office and a remark should be made in the SB7A form “SB3/AOF with KYC retained”

6. All payment of the deceased claim case should invariably be made only by crossed cheque or SB Credit (SB accounts opened with KYC compliance)

7. Date stamps should be impressed legibly in the SB3 cards/AOF, Consolidation and vouchers.

8. The Closed Passbooks are need not to be sent along with the closed warrants as per SB order 05/2016 dated 21.0.2016. When the amount of  withdrawal (except SB WDL) / closure exceeds Rs.19,999/-,  payment should  be effected only by crossed cheque  or by giving credit in Savings account of the depositor,  where the Cheque   Number or SB A/C Number should be noted in the acquaintance portion of the SB-7/ SB-7(a).

9.      SB-103 and SB-7 should be prepared and attached along with regular voucher for automatic credit from MIS/TD/SCSS to SB and SB to RD.  

10.      List of holidays should be configured in the SO (Sanchy Post, Non CBS offices) system then and there to avoid non-accounting of auto credits on holidays.

11.      All RD bulk lists are to be attached with the Consolidation, where the new account numbers should be invariably noted in RED INK.

12.      Normally Messenger service is not allowed for all Closure.  When it is specifically required, the Payment should be made to the messenger only through account payee cheque drawn in favour of the depositor, after receiving the letter of authorization from the depositor.

13.      In case of closure by transfer, the SB-10B and KYC collected should be attached with SB7A and the closure intimation should be given to the office where the account was opened by Registered Post for making remarks on SB3/AOF at the end. (SB order 14/2015 dated 19.10.2015)

14.      RD bulk postings are to be made on the same day of acceptance. (For Non CBS Offices only)

15.      Necessary certificate should be obtained both on the application and payment order side, while making payment made to illiterate depositor Witness should also be obtained with full address.

16.      For all accounts opened, depositors and investors should be advised to make nomination.  Witness should be obtained with full address if nomination registered.  In case of minor is nominated, a guardian should be appointed to receive the money during the minority of minor.

17.  When the deposit/withdrawal is Rs.50,000/- or above, PAN particulars/form-60/form-61 to be obtained.

18.  Duplicate passbooks for all category should be issued by HO only vide SB order 05/2016 dated 21.06.2016.   

19.  All cheques for clearing should be sent to HO for lodging and clearing.

20.  Account transfer/certificate transfer should be sent to HO along with documents after processing in HCCA menu by the SO. In HO HCCS and HCCA menu will be processed. SO and HO should maintain separate register and guard file for HO and SOs separately for entering such requests and keeping the documents. {SB order 05/2016 addendum –II dated 10.11.2016.}

21.  Pledging and pledge releasing should be done by the HO by using HAFSM menu for the sub offices which do not have two supervisors. {Vide SB order No 05/2016 dated 21.06.2016}.


22.  Each and every PA should make Teller Cash account ZERO before start of End of Day. {Vide SB order No 05/2016 dated 21.06.2016}.


23.  Revival of silent accounts shall be done at HO only for SO’s and HO both. SOs have to enter application for revival in the register to be maintained and send application for revival with prescribed KYC form in duplicate with KYC documents to HO on the day of receipt HO will verify the signatures with the system and ensure proper KYC documents have been taken. HO will first un freeze the account by using HAFSM and then modify the status from Dormant to Active. HO will return the application to SO along with one KYC form and KYC documents duly signed mentioning date of revival and one copy of KYC form will be sent to CPC. SO shall maintain a separate guard file to keep these applications and KYC documents as well as KYC form which will be checked by visitng/inspecting authorities.{Vide SB order No 05/2016 dated 21.06.2016}.

24.  No BPM should accept cash deposit transaction for more than Rs.25000/- in any account in a day. {Vide SB order No 05/2016 dated 21.06.2016}.

25.  All POSB cheques issued by any CBS Post office if presented at any CBS post office should be treated as AT PAR cheques and should not be sent for clearing. No POSB cheque for more than Rs.25000/- should be accepted at other SOLs in a day. {Vide SB order No 05/2016 dated 21.06.2016}.

26.  POSB cheques of the other offices can be accepted for opening of new accounts irrespective of the amount.

27.  Aadhaar number should be entered in the field “Unique Id” available in the option document details in CIF modification menu.

28.  Customers should not be forced (except accounts opened in BOs) to present passbook while deposit/withdrawal in CBS Post offices. Presentation of Passbook by customer and updation of Passbook instantly mandatory if the account stands in any BO. {Vide SB order No 05/2016 addendum dated 04.08.2016}.



29.       Closure of all discontinued scheme accounts/ Certificates including NSS 87 or NSS 92 should be done by HO only. SPM should verify the balance and signature on the account closure form and then depositor should be asked to approach HO and the closure amount should be paid only by crossed cheque or credit into savings accounts. No cash payment should be made. {Vide SB order No 05/2016 addendum dated 04.08.2016}.


30.  Sale of pre-printed NSC and KVP stopped w.e.f 01.07.2016.

There will be No denomination of NSC or KVP. NSC VIII issue can be issued for Minimum Rs.100/- and in multiple of Rs.100/- only. For example, NSC for Rs.5450/- cannot be issued. Similarly KVPs can be issued for minimum of Rs.1000/- and in multiple of Rs.1000/- only.

In CBS office, user has to open account in menu CMISAOP and same has to be verified in CMISAOP by selecting scheme code as NSC16 and KVP16. For Sanchay post using office new block registration number has to be issued and old registration number should be stopped from 01.07.2016.

After opening account, passbook has to be issued instead of pre-printed certificates.

Procedure of issue of duplicate certificate will remain the same except that no pre-printed duplicate certificate is to be issued.

     Generation/preparation of certificate issue journal shall be stopped from 01.07.2016. CBS offices and Sanchay Post offices shall generate LOT for NSC and KVP from 01.07.2016. For the NSC and KVPs issued from 01.07.2016, NSC and KVP issue return sent to DAP (CC bridge) stands abolished. However designated PA who was comparing NSC/KVP issue journals received from SOs and Prepared by HO with SO summary and HO summary shall continue to compare the amount of issue mentioned in NSC/KVP LOT and consolidation of each SO and HO with SO summary and HO summary.

     For discharge of already issued certificates, there will be no change in procedure. For closure of new NSC/KVPs issued from 01.07.2016, detailed procedure will be issued. {Vide SB order No 06/2016 dated 23.06.2016}.

   
          It is requested to follow the above instructions, besides the rules and instructions issued by the department then and there. It is to be noted that, the rules framed and instruction issued by the department will supersedes the above instruction and always hold good.

          GDS: Process of online engagement of GDS has already been started to fill up vacant post of GDS in 17 Circles. Due to technical snags in the online engagement software, process in remaining Circles will be started only after process in 17 Circles will finalize.

          PA/SA: Result of PA/SA for the year 2015 is kept in abeyance as the matter is subjudice. Vacancies of PA/SA for the year 2016 have already been intimated to SSC.

         LGO exam for promotion to the cadre of PA/SA for deputation to APS has been conducted on 04.06.2017.

            LGOs exam for promotion to Assistants in MMS, Foreign Post, RLO, Stores Depot and CO/RO has been held on 16.07.2017.

            In r/o other exams, viz. IP Exam 2016-17, PM Grade I and PS Group B 2017-18, LGOs to PAs/SAs 2016-17 and 2017-18, engagement of new approved Agency is in the pipeline. MoU between Department and Agency is to be signed.
            For the Postman/Mail Guard and MTS cadre exams, instructions have been issued to all the Circles to fill up the vacancies by giving top priority.
            Calendar of departmental Examinations scheduled to be held in the year 2017-18 has already been issued to all the Circles by giving tentative schedule for filling up the vacancies of decentralized examination i.e. PO & RMS Accountant Examination, LDCs to Junior Accountants in PAOs (Exam has been conducted by respective Circles), LGOs examination for promotion to Assistants of other wings i.e. MMS, Foreign Post, RLO, Stores Depot and CO/RO and other exams

Implementation of positive recommendations of GDS Committee Report. Grant of civil servant status to GDS.
REPLY
        The recommendations of the Kamlesh Chandra Committee have been considered by the Department of Posts and mandatory approvals are being obtained in this regard.

       As far as grant of civil servant status to GDS is concerned, it is stated that according to Rule 3-A (v) of GDS Conduct Rules 2011, a Sevak shall be outside the Civil Service of the Union. Hon’ble Supreme Court of India in the matter of Superintendent of Post Offices vs PK Rajamma (1977) (3) SCC held that the Extra Departmental Agents {now called Gramin Dak Sevaks} are holders of the civil post outside the regular civil services. Moreover, they are part time employees being engaged for maximum of 5 hrs a day. In the light of above legal position demand of the Federation cannot be acceded to.

Membership verification of GDS and declaration of result of regular employees’ membership verification.

      GDS Verification:
The instructions have already been issued to all Circles to conduct the re-verification of membership of GDS employees vide this office letter No. 13-01/2016-SR dated 20.06.2017.

Stop all types of harassment and victimization in the name of new schemes and technology induction and under contributory negligence factor and Trade Union victimization.
REPLY
          FS Division has informed that no new schemes are launched by that Division on behalf of DoP. The DoP is operating Small Savings Schemes on behalf of MoF.

         PLI Directorate has informed that they have completed roll out of Core Insurance Solution (CIS) as on 25.01.2016 to 808 HOs and 24598 Sub Post Offices as per the information provided by Circles. Roll out of RICT has not been initiated so far. They have also informed that at no point of time any case of harassment & victimization of staff has come to their notice

Payment of revised wages and arrears to the casual, part-time, contingent employees and daily rated mazdoors as per 6th & 7th CPC .
REPLY
          The order in respect of minimum pay for calculation of pay of casual labourers (without temporary status) has already been issued vide this office letter no. 7-10/2016-PCC dated 31.03.2017
6.
Stop Privatization, Contractorization and outsourcing.
REPLY
There is no proposal of corporatization/privatization at this juncture.  The Department is making efforts to give better and competitive services to the customers specifically in the areas of insurance, banking and parcels. 
7.
Implement cadre restructuring for left out categories i.e. RMS, MMS, PACO, PASBCO, Postmaster Cadre PostalSSSSSSSSSS Accounts etc. and accept the modifications suggested by Federation before implementation of cadre restructuring in Postal Group ‘C’.
REPLY
          The cadre restructuring of left out cadres, i.e. RMS, PACO and PASBCO is currently under examination in consultation with the Department of Expenditure. The matter of cadre restructuring of Postmaster Cadre will be examined thereafter.
       
           A Committee has been constituted, vide this office letter no. 25-04/2012-PE-I dated 09.06.2017, under the Chairmanship of Shri Charles Lobo, CPMG Karnataka Circle, to examine the issues arising out of implementation of Cadre Restructuring of Group C employees.

           Cadre review of MMS is under active consultation with Ministry of Finance, DoE.
8.
Provision of CGHS facilities to Postal Pensioners also as recommended by 7th CPC.
REPLY
         The CGHS facilities have been extended to the pensioners of Post and Telegraph Department by the M/o Health & Family Welfare vide O.M. No. S-11016/2/2015-CGHS(P)/EHS dated 19.07.2017 and the same has been circulated by the Dte. To all the Circles vide letter no. 2-3/2009-Medical dated 25.07.2017.

          The issue of merger of 33 Postal Dispensaries is under consideration with the Ministry of Health & Family Welfare.  
9.
Withdraw NPS (Contributory Pension Scheme). Guarantee 50% of last pay drawn as minimum pension.
REPLY;
         The demand for withdrawal of NPS (Contributory Pension Scheme) is outside the purview of this Department. As regards guarantee of 50% last pay drawn as minimum pension, it is mentioned that govt. has already enhanced minimum pension to Rs. 9000/- w.e.f. 01.01.2016. The pension of retiring employees is fixed at 50% of emoluments or average emoluments, whichever is more beneficial under Rule 49(2) of CCS (Pension) Rules.

           Government has also decided to revise pension of pre-2016 pensioners to 50% of notional pay in pay matrix of 7th CPC by fixing pay on notional basis during each intervening Pay Commission
10.
Implement five days week working for operative staff in the Postal Department.
REPLY
         Since the Department of Posts is a service oriented Department, decision of 5 days week lead to public inconvenience and further, to public complaints. 
        This decision will also results in revenue loss to the Department as customer will go for other alternatives when Post Offices are closed on Saturday.

Fixation of Pension 

            In implementation of Government's decision on the recommendation of the Seventh Central Pay Commission (7th CPC), orders have been issued vide Department of Pension & Pensioners’ Welfare O.M. No. 38/37/16-P&PW(A) (i) dated 04.08.2016 for revision of provisions regulating pension/gratuity/ commutation of pension/family pension/disability pension/ex-gratia lump-sum compensation, etc. in respect of the employees retiring on or after 01.01.2016.v For revision of pension of pre-2016 civil pensioners, the 7th CPC recommended the following two formulations:

(i)       Notional Pay of employees who retired prior to 01.01.2016 may be fixed in the Pay Matrix on the basis of the Pay Band and Grade Pay at which they retired, by adding the number of increments he/ she had earned in that level while in service, to the minimum of the corresponding level in the matrix. Fifty percent of the total amount so arrived at shall be the revised pension.

(ii)    The pension, as had been fixed at the time of implementation of the 6th CPC recommendations, may be multiplied by 2.57 to arrive at an alternate value for the revised pension.

         7th CPC recommended that the pensioners may be given the option of choosing the formulation which is more beneficial to them. Orders were issued for revision of pension as per Formulation (ii) above vide Department of Pension & Pensioners’ Welfare O.M. No. 38/37/16-P&PW(A) (ii) dated 04.08.2016 and the pension disbursing authorities were advised to make payment of revised pension accordingly without waiting for the revised pension payment authority. A Committee under the chairmanship of Secretary, Department of Pension & Pensioners’ Welfare was constituted to examine the feasibility of Formulation (i). The Committee observed that Formulation (i) as recommended by the 7th CPC might be difficult to implement in a large number of cases and this method may also cause anomalies.

      In implementation of the recommendations of the aforesaid Committee, orders have been issued vide Department of Pension & Pensioners’ Welfare O.M. No. 38/37/16-P&PW(A) dated 12.05.2017. It has been provided that the revised pension/family pension w.e.f. 01.01.2016 in respect of all Central civil pensioners/family pensioners may be revised by notionally fixing their pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which they retired/died by notional pay fixation under each intervening Pay Commission based on the Formula for revision of pay. 50% of the notional pay as on 01.01.2016 shall be the revised pension and 30% of this notional pay shall be the revised family pension w.e.f. 1.1.2016. Higher of the two Formulations i.e. the pension/family pension already revised in accordance with this Department’s OM dated 04.08.2016 or the revised pension/family pension as worked out by notional pay fixation method, shall be the revised pension/family pension w.e.f. 01.01.2016.

     There were around 55.51 lakh pensioners/family pensioners (including defence pensioners/family pensioners) as on 31.03.2016. All Pension Sanctioning Authorities have been advised to accord top priority to the work of revision of pension and issue revised Pension Payment Authority in implementation of the above orders expeditiously.

     There is no proposal for creation of any other organisation for pension related issues.

   This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State for Prime Minister’s Office, Dr Jitendra Singh in a written reply to question by Adv. Narendra Keshav Sawaikar and Shri P. Nagarajan in the Lok Sabha today.

Dear Comrade,

We are welcoming all the delegates and representatives of the All India Conference and we assure that no stone will be unturned in our efforts in providing food, accommodation and hospitality. We strive very hard with our limited resources due to demonetization and the policy of taxes which affected very badly within this two months.

We convened our Circle Council 14.07.2017 at Bangalore in which our beloved General Secretary made his presence. The collections for advertisements to the Souvenior to be released in the AIC from the divisions of other circles are not at the expected level. We could not secure advertisements as we proposed earlier due to demonetization. Further the GST has increased our estimated expenditure to the extent around 20% in all matters like lodging, catering, arrangements etc. We don’t like to compromise the standard in conducting the AIC in a pleasant manner.

Our General Secretary Com. R. N. Parashar, after hearing all our present impediments has considered our request to enhance the delegate fee per head to the extent of Rs.2000/-. The enhancement is inevitable due to the situations warranted due to bearing more tax burden on lodging and commodities and catering. Kindly bear with us and the inconvenience caused due to increase in the delegate fee to all may please be excused.

We have contacted the divisions/branches directly to estimate the number of delegates/visitors. Even though, some have responded effectively, we could not ascertain the no. of delegates who may participate in the AIC. We sought the guidance of CHQ and the CHQ has furnished the details of delegates and visitors of Alandhi, Trivandrum and LucknowAll India Conferences, division/branch wise. We are taking the average of the last three AICs and propose to make lodging arrangements. Since there will be no refund in case of non occupation of lodges in case if not occupied, we are restricting the advance booking of lodges to the extent of average participants as per the last AIC.

Accommodation has been arranged from 06.08.2017 morning to 09.08.2017 Morning. As a gesture if any comrade arrives to Bangalore on 05.08.2017 evening, accommodation will be provided for which we require advance intimation from the respective divisions. The lodges shall be vacated in the morning of 09.08.2017 at any cost.

After landing Bangalore, the delegate can reach straightaway to the lodges mentioned therein where our Reception Committee comrades welcome you. On Payment of delegate fee there itself, they will allot accommodations. File and other records will be delivered at the Reception Committee office functioning at the Conference venue on tendering the receipts issued at the time of allotment of accommodation. No extra person without paying delegate fee will be accommodated or allowed in share the accommodation. The contact number of comrades who are entrusted the work of allotment of room on receipt of payment will be exhibited in our AIC website and also will be intimated to the circle secretaries.

If more number of delegates/visitors come at last minute, there may be some delay in providing accommodation since all the lodges nearby the AIC venue within a radius 1 Kms have been booked and we have to accommodate the rest to the nearby areas, therefore, all the circle secretaries are requested to assess the expected participants in advance and intimate the Reception Committee so that we will be in readiness.

In nutshell, we desire to provide you a comfortably stay as per our estimate and hope you will cooperate with the Reception Committee. A moderate cold will be prevailing in nights and if need be please bring some light sweater or shawl.There will no compromise in food and we will serve you with smile.
