Central Government has announced the
constitution of 7th Central Pay Commission. Confederation of Central
Government Employees & Workers has been raising this demand before the
Government right from 2011 onwards and has conducted series of agitational
programmes including Parliament March and one day nationwide strike on
12th December 2012.
While welcoming the decision of the
Government, we are disappointed to note that our demand for five years wage
revision w.e.f. 01.01.2011 and merger of DA has not been considered favourably
by the Government. When the public sector employees are given five years wage
revision and the erosion in real wages has reached an all time high due to steep
price rise, grant of five year wage revision to Central Government employees is
fully justified. Similarly every time the Government appointed pay commission
merger of DA was also granted. This time Government has not acceded the demand
for merger of DA with pay now. Thus by appointing pay commission employees will
not be getting any financial benefit now. The demand for inclusion of Gramin Dak
Sevaks under the purview of the 7th CPC and grant of merger of DA to
GDS is also pending.
In view of the above, the National
Secretariat of the Confederation of Central Government Employees and workers
urge upon the Government to consider the above demands also favourably failing
which the confederation shall be constrained go for further agitational
programmes.

Formation of All India Postal & RMS Pensioners Association
The Department of Posts is one of the
largest Central Government Departments next to Railways and Defence and
the strength of Pensioners of Postal Department is also one of the
biggest in the country. NFPE in its 9th Federal Council had
resolved to extend full support and solidarity to the efforts of
mobilizing the entirety of Pensioners of Postal Department, especially
in the specific background of very serious attacks on Pension and Social
Security of all Pensioners and Government Employees under LPG policies
of Central Government. We also note with concern that despite the
existence and functioning of different Pensioners’ Organizations in the
country, more than 80% of Postal Pensioners remain unorganized.
This weakness has to be eliminated in
order to combat the attacks on Pension and Social Security. Mobilization
of all Pensioners of Postal and RMS disregarding their union
affiliations in the past is the need of the hour.
In this background, the National Federation of Postal Employees
extends all support to the endeavor of mobilizing the entirety of
Pensioners of the Department of Posts in the country by our retired
Comrades, who have served in various capacities in the Postal Unions in
the past.
The name of the new Organization will be All India Postal & RMS Pensioners Association.
A Steering Committee formed by the senior retired comrades and headed
by the under-mentioned comrades with the former Secretary General of
NFPE Comrade K.Ragavendran as the General Convenor should
be rendered all assistance and help by the entirety of NFPE
Organizations at all levels in order to build a strong organization for
the Postal Pensioners.

time bound manner, formation of the Circle level All India Postal &
RMS Pensioners Association and Division / District level Associations
[District level or if feasible Divisional level according to local
conditions] shall be completed before the 31st December, 2013. An All India Special Conference will be organized thereafter to complete the CHQ formation.
All are requested to extend total cooperation in the endeavor to
build a strong organisation for the Pensioners of Postal Department.

ATM for visually impaired was inaugurated
India's first "talking" Automated Teller Machine (ATM) for visually impaired was inaugurated in Ahmedabad.
The ATM by the Union Bank of India is first-of-its-kind for the
visually challenged and 4000th in the countrywide network of the
state-run bank.
"The foundation stone of Union Bank building in Mumbai had been laid
by Mahatma Gandhi. I am happy that the first accessible ATM is being
started in the state of Gujarat, janambhumi and karambhumi of Gandhi,"
Union Bank of India Chairman and Managing Director DSarkar said after
inaugurating the ATM at the Blind People's Association (BPA) here.
According to BPA functionaries, the users have to plug-in a headphone
into the ATM which has a unique voice interface, and once it is done
the machine guides them into further operations. The ATM can also be
operated by wheelchair-bound person as well.
There are about 20,000 blind persons in Ahmedabad and they can use
this ATM to the fullest extent. This ATM can be used by general public
for transaction.

As per the information received, unlike previous time, decision on DA
would be taken by Cabinet Committee Meeting without delay. Subsequent to
release of AICPIN for the month of June by Labor Bureau, Finance
Ministry would send for the approval of the Cabinet for final decision
on DA. After obtaining the approval, Finance Ministry would release the
specific orders procedurally for disbursement of money.
Additional DA will be paid along with the salary of this month
The arrears for the month of July and August would also be paid. With
the increase of DA by 10%, the total amount of DA would enhance and stay
at 90%.
By next year, it would cross 100%. During that period, as pointed out in
the 6th Central Pay Commission, certain allowances would enhance by
25%. But, that is not the expectations of the Central Government
Employees. Their requirements are merger of DA with Basic Pay.
Towards this matter, Central Government has briefed on many occasions in the Parliament.
At present, Central Government is thinking of bringing change in the
AICPIN calculation system. In which way, this would pose impairment can
not be ascertained at present. Not only the Central Government Employees
but also the State Government employees anticipate the announcement of
increase of DA percentage. This has become an eager expectations of more
than a crore of employees.
As per the last 5th Central Pay Commission recommendations, once the DA
crosses 50%, that has to be merged with Pay. But it is a sorrowful
affair that such type of recommendation is not made in the 6th Central
Pay Commission.
Instead of this, the recommendation for enhancement of some allowances by 25%, given, which would not be sufficient.
The expectation of the Central Government Employees is merger of DA with basic pay once it crosses 100%.
Whether this expectation would materialize?

HC asks department of posts to end Speed Post discrepancies
GURGAON:
Punjab and Haryana high court, while hearing a public interest
litigation, has asked the department of posts, Gurgaon, to settle, in 15
days, the discrepancy surrounding the cost of sending a Speed Post from
Gurgaon to Delhi. According to the petitioner, while it costs only Rs
17 to send Speed Post from Delhi to Gurgaon, it costs Rs 39 to send it
from Gurgaon to Delhi. The court on Friday gave the postal department to
dispose of the petition in 15 days.
A city resident had filed the PIL accusing the department of causing
loss to exchequer and cheating people. He has demanded that the
department should refund crores of rupees it has charged from Gurgaon
residents.
"The very fact that the high court has entertained the PIL shows that it
too finds something wrong with the way the postal department is
charging fee for Speed Post. else it would have dismissed the petition.
Even postal department officials in Gurgaon unofficially admit that what
they are charging is not correct but retract from doing what they
should because they know that they might have to refund crores of
rupees," said Aseem Takyar, the petitioner.
"Earlier, post offices located in Gurgaon charged Rs 17 but from April
2013, onwards, they started charging Rs 35 plus taxes for the 'Speed
Post' mails for Delhi/New Delhi, Faridabad, Ghaziabad and Noida. The
reality is, if you send a speed post from the post offices situated at
the Delhi-Gurgaon border, which comes under the jurisdiction of Delhi,
it will cost you Rs 17 for it to be delivered anywhere in Gurgaon or
other NCR regions. At the same time, if you book the same article from
Gurgaon, Rs 39 is charged," said Takyar.
"This is unethical. The postal officials in Gurgaon are now scared of
repercussions for charging excess fee and I hope they come out with a
solution within these 15 days and also refund those from whom they have
charged extra since April this year," he said.

Govt approves 10 per cent DA hike
NEW DELHI: The government today approved a proposal to hike dearness allowance to 90 per cent from existing 80 per cent, a move that would benefit about 50 lakh central government employees and 30 lakh pensioners.
"The Union Cabinet approved the proposal to increase dearness allowance to 90 per cent at its meeting here. The hike would be effective from July 1, this year," a source said.
This is a double digit hike in DA after about three years. It was last in September, 2010, that the government had announced a hike of 10 per cent to be given with effect from July 1, 2010.
DA was hiked to 80 per cent from 72 per cent in April, 2013, effective from January 1, this year.
As per the practice, the government uses CPI-IW data for past 12 months to arrive at a number for the purpose of any DA hike.
The retail inflation for industrial workers between July, 2012 and June 2013 was used to compute the increase in DA.

Department of Posts is all set to bring out an RTI Stamp for sale
RTI applicants will no longer have to wait to get their applications processed as the Department of Posts is all set to bring out an RTI stamp for sale soon and also set up special counters, according to a senior officer.
“Under orders of the Central Information Commission, the Department will issue RTI stamps in the denomination of Rs 10. We will also introduce special counters to accept applications in all 1.5 lakh post offices across the country,” the officer speaking on condition of anonymity, told PTI.
Visitors will no longer have to wait at post offices or face problems in depositing RTI fees, photocopying charges as the CIC directions will be enforced, he said.
He said CIC had also asked Central Government departments to instruct all information officers to accept postal orders, demand drafts and banker’s cheques payable to accounts officers and not reject applications on ‘flimsy grounds’ such as every department incurs Rs 22 towards bank charges and commission to en cash postal orders worth Rs 10.
He said post offices are gearing up to impart adequate training to staff for processing the applications.
Chief Information Commissioner Satyanandan Mishra had issued a series of directions on receipt of a complaint by an information seeker. After deliberating on the pros and cons, suitable orders have been issued to the postal services, he said.

180-DAY MATERNITY LEAVE FOR GOVT STAFF MUST: HOUSE PANEL
NEW DELHI: There are no uniform rules for female employees in government departments and organizations and they are treated by varying yardsticks when it comes to essential benefits like maternity and child care leave (CCL).
Dismayed after finding that maternity leave can vary from 90 to 135 days, a Parliamentary panel has suggested that all government departments and organizations should ensure 180 days of leave for their women employees
.
The panel found many organizations grant 90, 85 or 135 days of maternity leave. It has said child care leave (CCL) of 730 days must be granted with pay to women employees across the board in government.
The committee was also distressed by the low presence of women employees in Government organizations. "It is disheartening to observe that it is significantly low...10.04% as per the 2012 census of Central Government employees," the panel said. The representation is particularly poor in semi-urban and rural areas.
The Standing Committee on Law, Personnel and Public Grievances on the 'status of women in government employment and in public sector undertakings' was unhappy that while a majority of the organizations do grant CCL, but they do so without pay.
For example, Mahanandi Coalfields Ltd gives CCL to female employees working as executives but not for non-executive category. In Cochin Shipyard Ltd, CCL is not granted since there is no specific direction from the department of public enterprises.
The policy has been discontinued in Mormugao Port Trust even though CCL benefits have been extended to all civilian female industrial employees in government since September, 2008. But many women employees hesitate to avail the leave, if granted without pay.
Introduction of "flexible timings" for female employees, especially young mothers, so that organizations can retain talent has been mooted by the committee headed by Congress MP Shantaram Naik as the panel found household responsibilities as a major reason for attrition among women employees.
The government has been asked to explore the policy on "staggered working hours" or "work at home" for female employees. The panel was informed that the recommendation of Sixth Pay Commission regarding staggered working hours was not accepted by the Government.
Single women should be given postings closest to their hometown or places of their choice, the panel said. "It should be mandatorily ensured," it said, adding that this "pertinent factor" should be kept in mind during allocation of postings by department heads.
The provision for giving same station posting to couples may be given statutory backing, the panel recommended as it found the instruction is not always adhered to
.
Women employees who travel beyond office hours should be provided with security and proper transport by the employer in order to ensure their safety, the Committee said.
The panel also noted that action taken on complaints of sexual harassment at workplace is "not satisfactory". It felt merely transferring a delinquent employee to a different branch or station is inadequate and strict disciplinary action is needed. "The punishment has to be deterrent for prospective offenders," the panel said.
