STRIKE MEETING AT GUNTUR

Strike meeting was conducted at Guntur HPO on the evening of 30.01.2014.  More than 150 comrades from Guntur and Mnagalagiri attended the meeting though there is a Samaikandhra bandh . Comrade Saibabu and Subbarao  Presidents of PIII and GDS(NFPE) respectively presided the meeting.  Com.N.Nageswara Rao RR, Vijayawada, Com Y.Nagabhushanam, AP Circle Secretary of  Contigent and Part time Employees Association eloberately narrated the before and aftermath of the Strike notice.  Com J.Rama Subbaiah, vice president of PIII, Com.P.APPARAO, Vice President of P&T Society, Com  Vijaysekhar, SPM  Prathipadu, Com SAGAR D/S of PIV, Com.B.RAMA RAO D/S PIII, Com. M.Srinivasa Rao D/S AIPEU-GDS(NFPE), Com Nageswara Rao President of PIV, Com VENKATAPPAIAH B/S PIII, Mangalagiri, Com.Mariyadass B/S PIV Mangalagiri, Com T.Nageswara Rao B/S  AIPEU-GDS(NFPE), Com.Chimpiraiah and Com K.MASTAN RAO, Secretary, Guntur district Postal and RMS Pensioners Association  addressed the meeting. OFFICE MEMORANDUM

Sub: Permission for treatment / investigations in respect of CGHS beneficiaries availing treatment for Diabetes, Hypertension & other Cardiac Diseases, Dialysis and Cancer.

The undersigned is directed to refer to the subject mentioned above and to state that at present the CGHS beneficiaries undergoing treatment for Diabetes, Hypertension & other Cardiac Diseases, Dialysis and Cancer require repeated investigations / treatment procedures over a period of time and as per the existing guidelines they are required to procure permission every time to get the prescribed treatment / investigations done at CGHS empanelled hospitals /diagnostic centres.

2. With a view to alleviate the inconvenience to CGHS beneficiaries in obtaining the requisite permission(s) every time, this Ministry has decided to permit issue of permission (referral) letters by competent authorities with a validity of six months from the date of issue of the original prescription for undergoing the prescribed treatment /investigation procedures to be conducted at the prescribed intervals over a period of six months as advised by a Government Specialist. The same permission (referral) letter shall be valid for undergoing the prescribed treatment procedures / investigations on multiple times during the six months, at intervals as advised by the Government Specialist.

Direct Recruitment of Postman from Open market - Stay orders issued by Hon'ble CAT Bangalore

Hon'ble Central Administrative Tribunal, Bangalore Bench has kept the orders on direct recruitment to the cadre of Postman from open market in suspended animation vide its order dated 24.01.2014 in OA nos 104/2013 to 113/2014 and directed the department to complete the reconsideration within two months.

Subject: Jurisdiction of Postal Dispensaries located at Guntur, Rajamundry, Net lore, Vijaywada, Vishakhapatnam, Dibrugarh, Silchar, Chhapra, Darbhanga, Gaya, Muzaffarpur, Raipur, Vadodara, Ambala, Dhanbad, Behrampur, Cuttack, Amritsar, Jalandhar, Ajmer, jodhpur, kota, Tirchirappalli, Tirunelveli, Agra, Aligarh, Bareilly, Gorakhpur, Moradabad, Saharanpur, Varanasi, Jalpaigiri and Siliguri with regard to FMA for pensioners. 

In pursuance to that Deptt. of Post order No.2-2/2012-Medical dated 16.8.2013, I am directed to convey the instructions with regard to P&T dispensaries located at above mentioned places and FMA to pensioners are as below:-

1. The reduction in jurisdiction of the above mentioned postal dispensaries for the purpose of Fixed Medical Allowance to pensioners from 8 km. to 2.5 km at par with the Railways.

2. These order shall supercede all earlier orders on the subject and shall come into force w.e.f 01.09.2013.

3. All pensioners residing beyond 2.5 km. radius of the above cited dispensaries and desirous of availing Fixed Medical Allowance shall give an undertaking to this effect and surrender their Postal Dispensary cards to the Incharge of their respective dispensaries, who shall endorse the same on the said undertaking for submission to the Pension Paying Authority.

4. The Pension Paying Authority shall make necessary entries on the PPO of the Pensioner concerned and disburse FMA along with the pension as per prevailing rates (at present it is Rs.300/- per month).

The list included 2 Padma Vibhushans, 24 Padma Bhushans and 101 Padma Shri awardees

The world famous yoga guru, B.K.S. Iyengar, and the former chief of the Council of Scientific and Industrial Research (CSIR) R.A. Mashelkar have been awarded the Padma Vibhushan, India’s second highest civilian honour.

Mr. Iyengar (95), who founded the Iyengar school of yoga that has millions of followers across the globe including in China, was once named by TIME magazine as one of the 100 most influential persons in the world. The 71-year-old Mr. Mashelkar, a former Director-General of the CSIR, has played a significant role in evolving science and technology policies in post-liberalised India.

A chemical engineer, he is also a former head of the Indian Council of Agricultural Research.

He has also made significant contribution to raise awareness of patents in India.

Classical singer Begum Parveen Sultana, Justice Dalvir Bhandari, author Ruskin Bond, the former Chief Justice of India J.S. Verma, former Comptroller and Auditor General V.N. Kaul, renowned novelist Anita Desai, and Tamil lyricist Vairamuthu are among the 25 people selected for this year’s Padma Bhushan.

Lyricist Vairamuthu, who holds the unique honour of receiving the President’s award for lyricist six times, said he was happy about receiving the Padma Bhushan.

Seventy-six-year old Desai was shortlisted thrice for Booker Prize. She has been selected for her contribution in the field of literature and education.

Cine stars Paresh Rawal and Vidya Balan, sand artist Sudarsan Pattnaik, theatre artist Bansi Kaul, Chairperson of the Chennai-based Tractors and Farm Equipment (TAFE) Mallika Srinivasan, P. Kilemsungla, and Union Minister Sharad Pawar’s brother Pratap Govindrao Pawar, owner of Sakal newspaper group, have been chosen for the Padma Shri.

“It is a matter of pride for the team [in TAFE],’’ said Ms. Srinivasan. “We accept this with pride and humility.’’ The award would inspire “us to build the company into a global one’’ with the focus on improving the lot of the farming community. “Our thrust will be on developing rural India,’’ she said.

Ms Kilemsungla, the first woman from Nagaland to be appointed member of the Union Public Service Commission, has been awarded Padma Shri for her contribution to the field of literature and education.

Among the other Padma Shri awardees are tabla player Vijay Ghate, filmmaker and cinematographer Santosh Sivan, theatre personality Mohammad Ali Baig, TV actress Nayana Apte Joshi, musician Musafir Ram Bhardwaj, Manipuri dancer Elam Endira Devi, Kathak dancer from Bengal Rani Karnaa, film animator Ram Mohan, dancer Kalamandalam Sathyabhama and former UPSC member Parveen Talha. Ms Talha was the first ever Muslim woman to enter any Class-I civil service through the Civil Services examination. She was also the first Muslim woman to be appointed UPSC member.

In sports, tennis star Leander Paes and badminton player-turned-coach Pullela Gopichand have been selected for the Padma Bhushan, while cricketer Yuvraj Singh is among the seven sportspersons chosen for the Padma Shri. Leander Paes, 40, winner of the Rajiv Gandhi Khel Ratna and Arjuna Awards, is the most successful tennis player of the country with 14 Grand Slam titles. He also won India’s first Olympic medal in singles at the Atlanta Games in 1996 — a bronze.

Gopichand, one of the finest badminton players in the country, is the second renowned sportsperson to be conferred the Padma Bhushan this year.

Squash player Dipika Pallikal, former Indian women’s cricket captain Anjum Chopra, Sunil Dabas (kabaddi), Love Raj Singh Dharmshaktu and Mamta Sodha (mountaineering), and H. Boniface Prabhu (wheelchair tennis) are the other sportspersons selected for the Padma Shri. Dharmshaktu has climbed Mount Everest five times. He won the Tenzing Norgey National Adventure Award in 2003. Boniface Prabhu is one of the pioneers of wheelchair tennis in India. He has competed in all major Grand Slam Wheelchair Tennis Championships.

In most of the Post Office while Checking Speed Post booking or delivery information not updated in speed net MIS site even execute Speed Net EMS Communication. this is because of some Message information dropped at the time of transmission.

Procedure To Update Speed Post Message

  1. Login as Speed Net Supervisor.
  2. Go to Tools > Re Send Booking & Delivery message option.
  3. Select the Resend data option i.e Booked/Delivered/Undelivered article data which you needed.
  4. In delivered articles you have to select date and Office option then Fetch data.
  5. Check the list Articles with manual list if it is correct, Click on Re Send Data.
Execute the Speed Net Communication to transmit above regenerate the message.

The Postmaster General, Kurnool Region,  Vishakapatnam Region , Vijayawada & Hyderabad Regions will issue necessary posting orders to the officials allotted to their regions by 22/1/2014 and instruct the Divisional Superintendents concerned to relieve the officials forthwith with a direction  to join in the promotional post of HSG-I cadre on or before22.02.2014.  The date of joining of officials in the HSG-I  cadre may please be intimated  to this office by 23/2/2014.

 The officials may exercise option for fixation of pay under provision of FR22(1)(a) (1), if they were not granted  MACP-III previously, within one month from the date of assumption of charge in the promoted post .
                        
          If any Disc cases are pending against the promoted official , they  should not be relieved on  their  promotion and the same may be intimated to this office.

          In case if any official declines promotion an unconditional declination letter may please be forwarded to this office/circle office for its acceptance without any delay. If any official declines promotion, he / she should note that he / she is not eligible for promotion to the cadre of HSG-I  (Postal) for a period of 1 (one) year either on regular or adhoc basis from the date of declination.  Further, the official who declines promotion will not be considered for financial upgradation under MACP Scheme, if any due, as per the existing rules / instructions till they accept promotion.

          The official should accept/ decline the promotion unconditionally in writing within one month from the date of issuance of this order.

          Charge reports may be sent to all the concerned .
